In Nomi City, we strive towards promoting individual creativity and as of such are actively
involved in internationalization. In August 2005, the former Neagari town sister city Shelekhov city (Russia) once again signed a pact with Nomi city, ensuring the continued international exchange of culture, economics, sports and goodwill.
Furthermore, dynamic international exchange with Canada’s Strathmore town, Korea’s Baizai and Detoku Junior high schools continue to strengthen the our youth’s global way of thinking and communicating.

Shelekhov City, Irkutsk region, Russia
Situated 20km southwest from Irkutsu City, surrounded by white birch and coniferous forests Shelekhov city has the population of about 52,000 people. In the 1950’s it was one of East Siberia’s main aluminum productions centers and in 1962 became a city. Relatively a new industrial city, the green belt separates the residential and industrial areas.
Besides aluminum processing factories, there are cable factories, machine repairs factories, concrete, wood and various other kinds of industrial plants.
Sister Relationship start
The former Neagari Mayor Mori Shigeki, who had a deep interest in Russia, chaired the Ishikawa Prefecture Japan-Soviet Association. He was deeply interested in how the female mayor devoted her attention to the education and welfare of the city’s youth. In September 28th 1976, Mayor Arkhipova of Shelekhov and Mayor Mori Shigeki signed a pact establishing the sister-city relationship. The relationship has lasted throughout the years with paying particular attention to youth associations exchanges.
