When a foreign national enters Japan to stay over 90 days, Alien Registration must be completed within 90 days of entry. When a foreign national is born in Japan, Alien Registration must be completed within 60 days of birth. All application for Alien Registration must be done in person except for those under the age of 16 where registration must be done by a parent or a person living with the child. As the alien registration card proves the identity of that person, it must be carried at all times after issuance (except for those under 16).
Items required for registration:
- Completed alien registration form (available from any of the three Nomi City information centers)
- Passport
- Two identical photographs (H4.5cm x W3.5cm) taken within six months
(Not required for those under 16)
For those who are changing address or status must declare to the city office within 14 days of change.
NOTE : You must carry your alien registration card with you at all times when you leave your home. If a police officer or other public official requests to see your alien registration card, you are obliged by law to show it.
Because you must carry your alien registration card with you at all times, there is a chance of loss or theft. As of such, you should write your alien registration number down and keep it in a safe place.
Inability or Ineligibility to Apply in Person
If the person to be registered cannot appear in person due to illness or other physical disability or they are under 16 years of age, the following people living with the applicant should complete registration. The order of precedence is as follows:
Spouse
Child over the age of 16
Parent
Other relative living with the person concerned
Re-issuance of Alien Registration Card
When an alien registration card has been lost or stolen, you must apply for re-issuance
within 14 days of recognition of loss or theft.
- Two identical photographs (Not required for those under 16)
- Police report
- Passport, if available
Replacement of Alien Registration Card
When the Alien Registration Card has been vandalized or damaged a replacement card must be made

Changing the details of registration
Changes of address, name, nationality, occupation, place of work, status of residence or
period of stay must be filed within 14 days of change occurring. When there has been
a change of other registration details such as passport number or head of family, those
changes must be filed by the first application submitted relating to any of these changes
after the change occurs.

Renewal of registration
In principle, a confirmation of registration must be made once every five years. Please make this confirmation within 5 years and 30 days of the basis date written on your alien registration card. This will usually be 30 days after your 5th birthday in Japan. To confirm this date, please check the bottom portion of your card. You will need your passport, alien registration card and 2 photographs (4.5cm by 3.5cm) to make this confirmation.
Returning the Alien Registration Card
- On return to country you must submit your alien registration card. Return it to the immigration inspector at the airport or port of departure. (Except when re-entry permit has been granted)
- Return it in person at the City Hall within 14 days of obtaining a Japanese citizenship.
- In case of death, a co-habiting member of family must return it within 14 days of death.
Certificate of Registered items in the foreign resident registry proves such registered
items as the place of residence. It is required in applying for school entry, employment and marriage notification. It can be issued from the Nomi City offices however a small fee applies. |
